The most valuable resource at Vistra is our people. That’s why we only accept the highest standards to keep our people safe and operate under the philosophy of Best Defense. To us, safety is the presence of defenses. While we recognize that incidents can happen, it doesn’t mean that we shouldn’t put forth our best effort, every day, to prevent them. When an incident does occur, our teams will learn from the events and add defenses so that we can “fail safely” and minimize the number of serious injuries and fatalities (SIFs) and potential serious injuries and fatalities (PSIFs). “Best Defense” also means we will have a sound safety strategy, world-class safety processes, and a strong safety culture.

This level of safety transcends titles, job responsibilities, and work site locations. It demands our highest attention and a continuing, solid safety culture in which we believe we can reach our Best Defense. I believe we can and will do this.

Our people  are our greatest resource, which is why safety – above all else – is our top priority. Best Defense is a part of everyone’s job, regardless of position titles or work locations. Through a relentless and proactive effort of changing behavior through Human Performance Improvement (HPI) and other learning and error prevention tools we can reach our Best Defense, and we will not be satisfied with anything less.

Our primary purpose is to reliably and profitably produce megawatts to serve our customers and our communities.  But above all will always be the requirement to do our job safely. Our training, our programs, our procedures, and the personal commitment we  each make  to look out for the safety of not only ourselves but  our fellow employees puts us in a position to put forth our Best Defense. We are committed to putting up our Best Defenses, which includes safe design, mitigating hazards, and safely operating our facilities to help prevent incidents. There will be no compromise of an individual’s well-being in anything we do. The implementation of actions to help realize a healthy, injury-free work environment is a responsibility that our leaders take seriously. To help ensure these policy principles are translated into appropriate actions, we require an all-hands approach of participation from employees and our business partners. Vistra will always be focused on Best Defenses and strive to ensure that we can fail safely if an incident does occur. Finally, the organization will always conduct operations in compliance with the applicable law and regulations, as well as in conformance with its standards.

  • Every site is encouraged to implement Behavior Based Safety, Human Performance Improvement, and OSHA’s Voluntary Protection Program practices.

 

The primary objective for the implementation of Vistra’s Safety Management System is to provide the company a tool that is designed to help us put up our Best Defense and reduce the risk of occupational exposures, injuries, illnesses, property damage, and other incidents.

Best in Class System
 Vistra’s Safety Management System is based upon the basic concepts of the American National Standards Institute (ANSI) Z10 consensus standard, which provides critical management system requirements and guidelines for improvement of occupation health and safety performance. We have adopted this approach for ensuring our SMS had a structured process so that important practices, documents, systems, and processes are properly established, maintained, and continually improved. The diagram below shows the interrelated SMS core elements for best defenses.

  • Management Leadership and Employee Involvement – Management leads safety by supporting safety procedures and policies, providing budget for safety needs and improvements, and through leading by example. Employees are involved in safety by following safety procedures and policies, reporting safety concerns, offering safety suggestions, and participating in safety tasks.
  • Worksite Analysis – All employees actively look to identify real and potential hazards in the workplace as well as opportunities for safety improvements. Employees use tools and processes such as Pre-Job Briefs (PJBs), scheduled and impromptu safety walkdowns, and process and procedure reviews for continuous improvement.
  • Hazard Prevention and Control – All employees are involved in the prevention of incidents by implementing defenses. Defenses follow the hierarchy of controls and range from complete elimination of a hazard by removal to additional personal protective equipment (PPE), such as hearing protection in noisy areas.
  • Safety and Health Training – All employees are required to complete safety and health training that is appropriate for their job classification. Specific safety and health training requirements must be identified for each job classification and completed in accordance with a training plan or matrix.
